'Blow hot and cold' = to waver, as between extremes of opinion or emotion. The expression comes from 'The Satyr and the Traveler', a classical Aesop's fable (c. 570 b.c.). A satyr takes in a lost, freezing wanderer, but drives the man away after observing him blowing on his hands to warm them, and then later blowing on his soup to cool it.
